What is the difference?

Also.....

Why is this issue so difficult to grasp?

All I want to do is use my skills to help an up and coming EU country. If I move there, find a job on a tourist visa, and commit to helping them (the country), can I easily get citizenship or even the right to work?

Is it really so difficult? You move from Country A to Country B. You are emigrating from Country A and immigrating to Country B. Isn't it as simple as that?

The EU is made up of separate countries. Each has their own policies, although there is a degree of standardisation in the Schengen Area.

Thus you will appreciate that it is impossible to answer your question without knowing the country you are hoping to move to.

Also it might be helpful if you mention your nationality in this topic.
