Does she have the matching permit that needs to be granted by the German employment agency (Arbeitsagentur)? If so, what is the exact title of this permit? If your wife is working legally and with authorization, she should be able to obtain a "registration certificate" (Bescheinigung über das Aufenthaltsrecht) as a worker, according to § 5 (1) of the Freizügigkeitsgesetz/EU, from her local alien administration office (Ausländerbehörde, ABH).
If she is a worker, exercising her treaty rights, then you have the right to follow her, that is given by European Directive 2004/38/EC. (The German Freizügigkeitsgesetz/EU is the national transposition of this directive.)
As your Romanian residence card most likely doesn't allow you to enter Schengen countries (Romania not being a part of Schengen yet), you would have to apply for an entry visa from your nearest German embassy or consulate. They should issue you this for free and in an expedited process. You will need to proof that your wife is truly exercising treaty rights in Germany (thus she should get above mentioned Bescheinigung from her ABH) and that you really are her husband, so provide your original marriage certificate.
Once in Germany, you can obtain a "residence card" (Aufenthaltskarte für Familienangehörige von Unionsbürgern) as the family member of an EU citizen.
