Schengen Visa requirement for visit to Swiss (non-EU spouse)

Hi,
I am a British citizen and my wife holds a non-EU spouse visa in her passport.

We are planning to go to Swiss for a week (with possible extension of couple of days to Germany), but the Swiss plan is firm.


Is she required to obtain a schengen visa? There seems to be some information referring to some EU directive that the non EU spouse can travel with their EU/british partner as long as the spouse residence permit is stated in a particular way (spouse of EEA ?)

Can someone please advise on this and whether there is a risk of denied entry if we are not holding a visa?

One of the Consultate suggests that non-EU spouse need a visa but they don't need to pay for it or have ticket/travel insurance.

It would have to be a residence card issued under this Directive but the Directive only applies to EEA member states. Switzerland is not in the EEA but they are part of Schengen.
