Civil Judgement Or Civil Penalty Under Immigration

What are civil judgements and civil penalties in the Tier 1 General forms and Tier 1 General dependant forms? As guidance does not provide explanation. Actually my wife was given one warning notice on Heathrow upon bringing some cooked meat. Does it come under any of these civil judgement or civil penalty. Do i need to mention it in the form anywhere or it will not affect my application.

Civil penalty under the immigration legislation. Civil judgement, I.e. Bankruptcy, CCJ etc.... Neither of which are given for carrying meat.

Thanks Amber for your reply. So you mean that if i don't mention it on the form then i am safe to do that. As it was border force BOR162 form for WARNING Letter about seized goods and BOR156 for Seizure information notice. Or do you think that i should mention it on the form. If i need to mention then where as there are no places for such information.
