help for form VAF 1

I got my HSMP approval,now I am going to file form VAF1 for EC at Mumbai.
What sould I write in 5.4
Do you intend to set yourself up in business while you are in the uk?.

Please guide me. Should I prepare Draft for EC fees or can I pay cash at VAF center?.
