Second Attempt for HSMP

Hello,

I applied for HSMP in 2005 and my application was approved. VISA was issued later , however, I could not go to UK because of some personal reasons.

Now, I want to apply again and all the documents are completed. However, I was wondering if the Home Office letter issued to me earlier for my First HSMP will help me in my second application.

So, ,my questions are;

1. Does it help if I enclosed HSMP Approval letter for my first application with the second attempt?

2. Are there any limitations that an applicants can not apply again?

Please guide me as I have to submit my applicaiton in the coming week.
