Time frame for first entry under Tier 1.

Folks, my brother and his family has just been issued a 3 yrs initial visa for Tier 1, how long does he have before coming into the country for the first time and how does this affect him in future.
Secondly, how many days is he entitled to be out of the country in 5yrs.
Tier 1 guidance seems to be different from the old HSMP.

If you use this form, you do not need to to complete the payment details in the individual forms for which you are paying. There is no need to use this form if you are making a single payment for a number of premium-applications when you apply in person at one of our public enquiry offices. Personal cheques must have a valid cheque guarantee card that covers the full amount you are paying.
