Tier 1 General dependant (wife) initial application query?

Hi

Just need clarification on the following.
My employment ended in last week of March 2009. (Same date as of the expiry of WP)
I received my Tier 1 General on 5 may 2009 and unemployed since then.
Need to apply for my wife to come over as a dependent.
I had appx 2400+ British Pounds in my current bank account for the last 4-5 months and appx. 1500-2000 in savings account on average.

Please advise me on the following two.
1- Is it compulsory that I should be employed or self employed in order to proof that I can support her, regardless I have funds in the bank accounts and not using any public funds?
2- Web link to the form I need to apply for my wife as Tier 1 General dependant fresh initial application please.

Advice will be highly appreciated.
