Conversion rate date -earnings

Hi,

I'm claiming previous earnings from Aug 2008 to July 2009 so the conversion rate apllicable for all the total 12 months is as on 31st July 2009 ?

Is it correct.Please suggest.

For Previous earnings: Last date of claim period, i.e., 31st July
For maintenance funds: Date of application.
