Depedent Tier1 Visa

I am in a situation and need help from the experience folks. I am on Tier1 and my wife came here on Work Permit, she is now quitting her job and joining me as a dependent. I have enquired couple of people and lawyers, they say she has to go back to India, stamp with tier1 dependent visa and come back to UK.

is this true? why cant i apply for a dependent visa from UK itself?

any help on this subject would be appreciated.

Yes its true that HO has a rule that dependent applications shd be make from their home country..
