Identity Card for TIER 1 General - need to apply?

Do we need to apply for Identity cards for foreign nationals right away or wait how long?

Do we need to apply before we apply for a FLR, further leave to remain?

This page explains the identity card you will receive if you apply for an extension of stay in the United Kingdom using application form FLR(M) on or after 25 November 2008.
If your application is successful you will get an identity card for foreign nationals instead of a stamp or sticker (also known as a vignette) in your passport.
