Tier 2 (Dependent) to Tier 1 (General) while in UK

Hello,

I am on Tier 2 Dependent Visa and want to switch to Tier 1 (general) as I qualify for it. Can I do so while I am in UK ?

you need to go to home country .. cannot be done within UK
