What fees do my dependents pay?

I had HSMP approval on the basis of which I applied for Entry Clearance under Tier1 General. My EC request was approved in November 2009 and I came to UK in December 2009. Since I already had HSMP approval letter, I paid reduced fee for Entry Clearance under Tier 1 General.

Now I wanna apply for my dependents (a wife and three kids). I just wanted to ask u guys that what fee will my dependents pay? Will they pay the reduced fee as I did or will they pay the full fee of Tier 1 General dependents (which is quite high)?

The second question, which is equally important is that, do they have to fill in the VAF10 and the Appendix or do they just have to fill in the VAF10 form? I've seen an Appendix on the website of UKBA, and I'm not sure whether they should fill in that as well...

Last but not the least, I'm in UK for the last few months now and I'm working here. I haven't paid any council tax as of today. The rent agreement is also not in my name as I'm staying with some friends. What should I do? Should I do a tenancy agreement in my name and pay the council tax or should I just leave it? If I do the tenancy agreement, do my dependents have to show council tax or not?
