Earnings Period Doubt and Administrative Review

Hello,

I would like to apply for Tier 1 visa my Previous earnings period is from April 2009 to March 2010

Question1: Can I apply for visa in June 2010 as it is the 15th month and the guidance says 12 consecutive month within the 15 month period. So since June is the 15th month would it be a problem.

Question2 : Can I apply during an Administrative revview, I have got an rejected application this month for Previous earnings not showing bank statements with a Bank logo on it. I have submitted an AR for the same.
