On UKBA website there is another form for Tier 1 (General) Dependant PBS (Dependant) Version 04/10 in pdf form. But when it's open the head line of it mentions APPLICATION FOR AN EXTENSION TO STAY AS A DEPENDANT OF A PERSON WHO HAS LIMITED LEAVE TO REMAIN IN UK. Strange thing is that for a fresh application, it takes straight to this page but turns out to be an extension document.

Can you please help if the VAF10 is the correct form to be used for a Tier 1 (Dependant) applying as a wife living abroad of a Tier 1 holder living in UK? Many thanks.

Yes, VAF10 is the form to used by dependant applicants applying outside UK.
