Tier 1: Dependant visa and maintenance funds

Dear friends:

I have two questions

1. I'm Singaporean and received the Tier 1 visa in middle of this year. Recently received a job offer in UK and will probably move in January 2011. My three dependants donot posses Tier 1 dependants visa. Being singaporeans they donot require visa and can stay in UK for 6 months. So can i apply the Tier1 dependent visa for them in UK? Or i have to apply here in Singapore.

2. For three dependents a maintenance fund of 1600x3 = 4800 pounds are required in the bank account for three consecutive months. So, If i transfer 4800 pounds in my bank account on 10 Jan 2011 and maintain it for next three months. Then can i apply the visa for the dependants on 10 April 2011 OR I should wait for the first date of every month i.e. 1st May 2011.

For question No2, it means i can apply on 10 April rather than 1st May2011.
