If you want to save both your time and money do the following
(1) Make an application, pay the fee. But in the covering letter explain the situation and tell them that separately you are filing a complaint against the unjust dismissal arising out of the Caseworker's non-reading of your evidence.
In this manner your case will be decided in the ordinary process within a few weeks, even sooner.
(2) At the same time file a complaint against the unfair dismissal for no fault of yours. Attach a copy of the new application form and covering letter. Explain the mental anguish and problems you have been put to, due to the unreasonable decision. Request for return of the fee you submitted second time and any other relief that the complaint authority might deem appropriate.
I am veyr much hopeful you will get your return (but not so soon) and they might give you some nominal compensation (I dont think more than a 100 pound or so).
