curreently in uk looking to apply for canada student visa

hi,
i am currently living in uk( indian national) but looking to do advanced diploma in networking in canada but wont be able to move until october but my friends in canada informed to apply for visa now and if i get the visa now i can move anytime by october or if in case i got rejected then will be able to re apply in septmber is that ok and also i got 6000£ in uk bank and 12 lakhs in indian bank is that ok to show funds from 2 countries or can i show everything from india as i can put all my amount as fixed deposit and can get loan from the bank and i am looking to apply from uk,so basically got 2 questions.
1. if i get visa in may can i move in september.
2.can i show loan letter from india for my funds and apply from uk, how good are the chances if i do like this.
