Police Certificate impossible - how to explain

Hello,

My mother is in her advanced stages of immigration to canada.

She was born in country X but had to move to country Y in her 20s after a civil war erupted in country X. She has no document from country X. Now the canadian immigration is asking to bring police certificate from country X which is practically impossible as she has had no relation with country X for the last 40 years !

How can this be explained to the canadian immigration in their application forms?

You have just explained it quite well;
why not use the same approach in a cover letter or in any 'additional/further information'-section of the form.
