Spouse visa for Canadian PR

Hi there,

Asking on behalf of a family friend.

30 Y/o got his PR via OINP in 2020, got married in India recently in October 2021. Wife is an Indian Citizen

What is the process of getting his wife a PR or spouse visa so she can join him to Canada?
Can he apply from India or from Canada?
What documents are required?

Would appreciate your reply.
