I'm from India and will be coming in Canada this fall ( september ) on a student visa. I have already qualified for P.R ( > 67 ). As the processing time here in new delhi embassy is very high. I wish to apply for P.R from Buffalo visa post after reaching Canada. i have certain doubts :

1. Can I apply for P.R here in India after student visa stamping and then transfer my application to Buffalo visa post as any time the points may increase ?

Can u please help me on this .......

You can transfer your file.Visa officer checks the 'integrity' of the case before transferring.
Even if transferred, and points increased, to qualify, at selection review stage, then your application will be refused.These points are floating.
