The government does not need to meet the target, it wants to. The government does not get sacked if they don't meet a self-imposed target. The UK abides by the rule of law and the law specifies the requirements to be met for specific categories of leave to be renewed. The current laws do not specify any numbers and therefore, if you meet the requirements, the government is obliged to give you either further or indefinite leave to remain.

And what family do you have in the UK? Are any of them British citizens or settled in the UK (ILR)?
