Nearly all these agencies are scams. On what basis does your fiancee wish to obtain an H1B visa? You don't apply for one by the way, the employer does after you get an offer.

Does your fiance's company have offices and positions in the US? If so, he might be able to apply for a transfer there. If he has high qualifications (a university degree is a bare minimum) or he is in a management position, then he may qualify for an L1 visa. The good thing about L1 is that it allows spouses to work as well, and it may lead to permanent residence.

If the L1 route is not available, then he may go for an H1B. However, there are two problems with H1B. One is that there is an annual cap for most jobs, which due to the high number of applicants turns the whole process into a lottery. The other is that spouses are not allowed to work in the US. So if you followed him there as his wife you'd be looking at 6 years or so without being able to work.

Whether or not your fiance will qualify for H1B will depend on his qualifications and experience. Unless he has a university degree and specialist skills which are in short supply in the US, he won't stand much of a chance.

Yes my fiance's company has postions and offices in US.But he is relocating to bangalore in the near future. So his company sponsoring him is out of the question. He has an engineering degree from a reputed college in bangalore so he fits the criteria and also he has 5 years experience working in a telecommunication company. So will he stand a chance approaching a US company on his own or will he stand a better chance doing it thru his office(which is most likely not going to happen)

The two steps are not mutually exclusive. He can look for a potential employer in the US and at the same time apply for a transfer to the US under his current employer. Keep in mind that there are plenty of engineers from all over the world (especially India) who apply for H1B visas every year, so even if someone agrees to sponsor him it will effectively be a lottery.
