Boats in US waters

Hello,

I work on boats, and the boat I currently work on may travel to US waters for some time. This means I will be entering US waters with a view to working. As I understand it, I need a B1/B2 visa and a C1/D visa.

I hold a British passport, but currently live short term in Malta. Can I apply for these visa's here in Malta, or do I need to travel back to the UK to do this?
