Can i get visitor visa for usa if i have a cheque bounce case currently running

Hello,
I want to travel to the usa just as a tourist for 15 days. i have a check bounce case running currently . will i get visitor visa to usa .i have all the evidence that i returned money to the other person. just decision of court is pending. currently there is no restriction from court that i should not travel abroad. kindly guide me . i also was thinking to apply usa visa in another country as the wait time is low.

Yep you can apply for a US visa. You're innocent until proven guilty. Also, you can apply from another country/Embassy.
No sin in failing, you just have to try and try again!
