TATKAL passport for newborn child in the UK

Dear Forum Members,

This is my first post and hope to receive some helpful advise! I need some urgent advise regarding new Indian passport for child born in the UK under TATKAL scheme.
Me and my partner are Tier2 Gen visa holders and our baby is due to arrive anytime now. We need to visit India around mid Jan'15 to attend my brothers wedding. I understand before getting VISA for our baby, we need to get Birth registration and passport at HCIL London which itself is a lengthy process and getting everything done in such a short window seems difficult.
If we decide to go through the normal passport service route, we might not be able to get baby's VISA on time and will thus affect our travel plans.We are therefore looking at other possibilities to speed up the process like TATKAL scheme.

Following information is mentioned about TATKAL scheme on HCIL website but doesn't cover enough info on the subject.
TATKAL SCHEME
An application can be processed under Tatkal Scheme within 1-3 working day if the applicant so desired subject to production of proof of emergency or if the Passport Officer is satisfied of the emergency situation during interview with the applicant. In such emergency cases, applications are accepted in person only and not by the Post.


Can someone please advise detailed procedure for applying TATKAL passport in the given situation?Also what reasons to state in order to convince passport officer considering that its under his discretion whether to grant or not? Do I need to submit travel tickets along with passport application?
Any advise/suggestions will be much appreciated.

Tatkal passport is normally issued when the very urgent travel is required - normally within days from the application.
Acceptance of your application for consideration under tatkal scheme is HCI's discretion. You can give it a go. You'll need to explain the reason and also provide documentary evidence e.g. air ticket, marriage invitation etc.

Alternate option apply for baby's visa from India prior to return.
