UAE Visit Visa Required

I wonder if anybody over here can give some information regarding my query:

I have ILR and would like to visit my brother in Dubai (cannot sponsor me at the moment.). Can I get visit visa at the airport in Dubai for two days?

If not what are the other options and how can I get?
