Indian passport renewal in UK - UK address proof

I am an Indian national residing currently in UK & my Indian passport currently got 8 blank pages(i.e. 16 sides) left & due for expiration in approx. 14 months. I am about to apply for a new visa soon, hence wondering if I can apply for a new re-issue of passport on category of “exhaust of pages” or do I hv to wait for another 2–3 months to be eligible for apply in “due for expiration within a year” category. Is there any min nos of leftover pages gets factored in to be eligible under the category of “exhaust of pages”?
Also can someone please confirm if the UK bank statement could be used as UK address proof as my rent includes all the bills, so technically don't hv any utility bills or council tax in my name to produce as UK address proof(p.s - the UK address to be shown as secondary address in passport renewal form). Any feedbacks from anyone might have gone through similar experiences please?

you can apply for new passport under 'exhaust of pages' category if you have fewer than 2 blank pages left, and bank statement is typically acceptable for address proof if it includes your current address.
