Photograph Sizes for PIO Card

Hi all, I am a bit confused with regards to the photograph dimensions for the PIO Application. I've read on a couple of posts on here that said that applicants have included photographs of the following size: 50mm x 50mm

However, on the HCI website, the photograph dimensions are listed as: 35 mm by 45 mm

Which one of these should I use?

Also, I am applying for a PIO card for my baby son who is less than a year old. On the application, it asks for thumb impressions in the case of a minor. Apologies if this sounds silly, but is this for real?

We submitted PIO card applications in Oct 2014 and the size of photos required is 35mm X 45mm.

Yes, even for our toddler, thumb impression was required. For boys, right hand and for girls, left hand thumb impression is required. (Please verify this rule once again).
