How does someone residing in the UK without leave to remain or a valid visa apply for indefinite leave to remain after 14years and has children who are british citizens?

Not after 14 years, but there may be scope to apply on the basis of the children. Speak to an immigration advisor.

You probably refer to this information. However, that was only possible prior to 9 July 2012. That provision (Paragraph 276B(i.b)) introduced by Labour in 2003 was removed a few months ago by changes to the Immigration Rules, sorry.
