If I complete 10 years of legal stay in the UK and then I went back to my home country(egypt).

Can I apply for ILR from my home country ?

No, you have to make your application from within the UK.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
