Multiple FLR for HSMP??

Hello,

I have a query regarding PR and FLR..

Suppose i get FLR(for 3 years)for HSMP , but due to "time spent out side country", i dont qualify for PR, so i can again apply for another FLR?

If yes, then next FLR would be again for 3 years??
My q. is will this cycle continue (of 3 years FLR) till i dont qualify for PR??
