EEA 2: worker or self sufficient?

Hello,
It is really good to have such an informative and helpful forum.
I am a German national and my husband is an American. He got a 6 month visa in Chicago and it is almost expired.
I am currently working in a charity a part time job for 4 months, making little money. My husband is also in a similar situation. However, we both have substantial savings which we use for living. My savings are in the UK (around 30K pounds) and his are in the USA (around 100K dollars).
My questions are the following:
1. we should fill the EEA2 as me being self sufficient or as a worker? can we fill it as being both?
2. Should we include bank statements from the USA though it is solely on my husband's name?
3. do you recommend to attach a cover letter to the application?
