When I apply for my ILR, for my wife and I, can I submit the MN1 for BC for my child born in UK at the same time?

Your ILR has to be granted, not just applied for.

Siggi, as well as the comment from JAJ, it is a totally different office that the MN1 will be sent to, compared to where you will apply for the ILR.

Clearly the answer to your question is .... no!
