Time needed to apply for an extension?

Thanks for the replies to my query regarding my boyfriends working holiday visa extension. My next question is, he has less than 3 weeks till his visa is up, what is the timeframe needed to apply for a visitor extension if we take that route? Is it possible to apply just before the end of visa and remain while waiting for the decision? (I had a friend who did this). Thanks for your time.
