TOC - HO Letter Notifying Immigration Status

Hi

I live in London and I have lost my foreign passport bearing my TIER 2 dependent visa. I have already got the new passport from my embassy. Now I am filling TOC form for replacement visa. In TOC, it asks for submiting the "HO letter notifying immigration status". Can anyone please advise how can I get this letter? Is it really necessary to submit this letter with TOC form?
