Accompanying a minor for school

My nephew is a British citizen (by descent) but currently lives outside of the UK. His mother is not a citizen. His parents want him to come to school in the UK (he is 9 years old ). As a minor, can his mother accompany him to live in the UK? What sort of visa would she need to apply for? Are there any restrictions? Thanks
