Tourist visas are very difficult for Ukrainian's, especially those with no reason to return so I think you will struggle with that.
You're correct about student visas - expensive and I speak from direct experience. You could try a short term student visa and send her to a language school but that might prove difficult if the ECO can see no benefit for her in it. That's what we did first time and it was still quite costly, around £1500 all in ISTR.
Work Permit is going to be practically impossible too without any work experience, plus you'd be hard pushed to find anyone who will employ anyone without seeing them, catch 22....
HSMP, she won't have enough points (no earnings) for that although you can look into it.
Any really fiancee visa left to consider, and that's a drastic step for anyone without an income, so I'd advise you to wait until you can afford it, the visa costs alone amount to over 2k plus flights etc. Having a foreign gf is an expensive hobby mate, especially ex-SU ones, who like to go home often to escape the PC-ness we have here...
Plus, she should get a job asap in Ukr. and maybe apply for a tourist visa when it's apparent she has ties to her home country.
