Aunt's visit Visa Refusal - Can she reapply immediately?

Dear All,

My Aun't visitor visa refused today in Sri Lanka, due to lack of evidence of the income (source of the funds) , but unfortunate she had all the evidences but she forgot to submit at the time of the application. can she reapply again with all the evidence as a fresh application immediately? in the refusal letter nothing mentioned about Reapply or Appeal.
