ILR for nurses

Couple of families in my locality recently applied for ILR and the HO rejected their application stating that they are eligble to apply only after the fifth anniversary of them getting the pin number from NHS. Here are some details of their case.

1.> All of them came to UK on a work permit 5 years ago. However the Visa stamped on their pass port saying training visa. The initial workpermit was for 2 years.

2.> None of them were aware that they have to apply for a change in Visa once they get pin number from NHS and continued on the same trainning visa until the workpermit is renewd.

3.> When the workpermit is renewd all of them got the normal work permit visa.

The question is is there any point in appealing against HO decison ?
