Direct payment and ILR

I wonder if anybody could help and make it clear to me:
My friend got married a disabled person. She is from non EU, he is British. She is a subject to immigration control, so no recourse to public funds. Recently he's contacted a Social Service and claimed direct payment instead of actually getting the service by itself on the ground of having got a wife who could look after him now.
The questions are:
1. What is her status in this situation?
2. Will the above affect her future ILR application?

You need to appreciate that the definition of Public Funds in Rule 6 of the Immigration Rules makes no attempt to include every type of benefit payable. And having just looked up the definition I cannot immediately spot anything of the type mentioned by you.

So he was getting assistance from the Council, and now instead of getting that assistance he is being paid some money? Does that money have any sort of label attached to it? That is, does the benefit have a name? If you can get hold of that information it would assist in making sure the payments are not within the definition of Public Funds.
