NTL application form all over again

Dear All

Just wondering when someone has to transfer his ILR stamp from an old to a new passport, you should fill in the NTL form. But in this form they ask again if someone has criminal record or county court judgments held against him. Does this mean that background checks are carried out again on the applicant as if you are applying for the first time for ILR???
