FLR FP rejected - My kids are 10 and have UK registration applied for

Hi guys
I applied for FLR FP on the basis on my kids who were 9 last year (january 2017) and 10 at the time of refusal in december 2018.

I am divorced from my ex wife whom my kids live with. The HO acknowledged that I submitted detailed information, but refused it saying IT IS A REPEAT CLAIM under paragraph 353, because in 2013 when my kids were 4, I had applied and was refused. I was given a ROA which the judge rejected because he did not believe I played a role in my kids life.

The FT judge said he did believe the trian tickets, evidence of bank payments or will take into account the pictures or any evidence I brought before him, so I applied for FLR FP and got a refusal today

I have been trying to speak with legal reps who are confusing me, some say JR, some say fresh application, but since the HO says its a repeat claim, what is the way forward.

I dont know my ex wife status, I just know she has applied for our daughter's UK citizenship with my consent, which is yet to be confirmed
