Cancelling ILR application

I am applying for Indefinite Leave to Remain Set (O) after working in the UK for 5 years, and submitted an application which included my wife and my 8 months daughter as dependents. Subsequently I realised that as my daughter is born in the UK she doesn't need to apply ILR, basically she just need to go down the naturalisation route after we are granted ILR.

So the question is, is it possible to cancel my daughter's application to avoid flushing 2 grand down the drain? As I called the UKVI hotline, the staff told me that as long as we do not book the UKVCAS biometric appointment intentionally, we will receive a letter and get a refund for the fee, is it true and should I trust them?

The advice seems to contradict what's been said on the gov UK website... please help!!

Called again just now and they have now changed their tone, basically saying that they will either issue a full refund, part refund or no refund at all! It is very tricky as the whole application is 7+ grand and I cannot selectively enroll me and my wife to the biometric... any suggestion?
