Based upon what you have posted, you are eligible to apply as soon as you have had your ILR for at least one year. However do make sure that, when you do apply, you were physically in the UK exactly 5 years before UKBA will receive the Naturalisation application.
I've noticed that the AN form asks for spouse's passport and a marriage / civil partnership certificate as a required document if applying as a spouse. Of course, I don't have any certificate.
Can I apply now? Should I send my partner's passport as well?
Given that, by definition, you are not married to, or in Civil Partnership with, a British Citizen, you are applying on the 5-year basis. So you don't need to send your partner's passport, or indeed enter any of their details on the application form.
