tax and benefit check

Many people are reporting that for their PEO (work permit) application they have been asked to provide 3 months bank statements and 3 months pay slips. I was just wondering how can they chack that somebody has paid all the taxes and never claimed benefit in PEO application (in such a short time) .

Have they got any online link with inland revenue or benefit department?
