UK Visitor - Finger prints issue

Hi Experts,

I need to get a UK visitor visa for my mother in India for a short duration(1-2 months).
However, because of her skin and age(68), the biometric reader is sometimes unable to capture her finger prints. She experienced the same problem while authenticating Aadhar card last month and I assume that same might happen when she submits her biometric at UK Visa application centre or in the worst case while entering UK.

Does that mean she cannot get a visa?

Also, this would be her first Visa application. Is showing that someone is financially dependent on her counts as a social tie?
