75% mental disability UK visitor visa from India

Hello,
One of my family member is having mental retardation. The percentage of disability is 75%. The person is physically grownup adult but mentally she is 25% development according to doctors. She is having disability card issued by government. She can walk and talk. Physically she is perfectly fine. Now her family want to apply her UK visitor visa along with caretaker mother. Kindly suggest that what will be the requirements? Can she apply for visitor visa for UK?
She is an Indian citizen having Indian passport issued from Government of India. A family friend from UK is ready to send them invitation. Please suggest.
