Which law applies to my case ?

I have my initial letter of HSMP approval dated December 2005 but the UK embassy in my my home country denied me an entry visa so i appealed against the decision which took 1 year. I won the appeal but i was asked to request for a new approval letter of renewal from the Home office (and i returned the initial letter). Home office sent a new letter to me dated 2007 and i got my HSMP entry visa in March 2007.
Which law applies to my renewal ? Is it the law as the time of the initial application or law as at the time of obtaining visa ?
