Standard visa refused

Hi Cousl you please help me to understand why they refused my mother visa. I have applied for her she got enough funding and she has explained that she wanna visit me and in the same time enjoy her holiday of 15 days, she had hotel booking and didn’t have interview but she never travelled before
I have received this letter today

That seems to be a template issue - UKVI employee didn't replace this part with refusal reasons. IMO you should complain and get a proper refusal letter.
